Slowly, Jill shook her head, because she didn't believe that their efforts were any better. "Terrorism entered the technological age and we didn't have much of a choice but to follow," she said, smiling very faintly, although there was a bitter edge to it and the smile didn't quite reach her eyes.

"And it didn't stop the bombs from going off in the end. It just brought them home." Even now, she didn't understand completely why the lab had been a target. "So little changed between your time and mine, Lucy, but I don't want you to think that our efforts were any better than yours. We all just do what we can."
